Harbin, the capital city of Heilongjiang Province, is located in the south part of Heilongjiang Province in China, covering an area of 333.21 square kilometers (128.7 square miles) with the urban area of 7,086 square kilometers (2.736 square miles), which is a charming city with exotic flavor owing to is location and its geographical position, and it not only holds the history and culture of the minority people in the Northeast China together, but also it is full of Russian style, so it is bestowed with the title of “the Ice City”, “the Oriental Pairs” and “the Masco in Orient” as well as “the Pearl in the Swan Neck”. Harbin is also the transportation hub in the Northeast China with the title of “the Pearl along the Eurasia Land Bridge”, and there are the Ha-Da (from Harbin to Dalian of Liaoning Province) Railway, the Bin- Sui (from Harbin to Suifenhe) Railway, Bin-Bei Railway (from Harbin to Beijing) and La-Bin Railway (from Lassa to Harbin) intersecting in the city, and there are also national roads and provincial roads in the city as well such as G10 and G1 as well as Ha-Da Highway (from Harbin to Dalian) and Ha-Hei Highway (from Harbin to Heihe) intersecting in Harbin. Harbin was liberated by the PLA (Peoples’ Liberation Army) on 28th of April in 1946, which was appraised as “the Elder Son of People’s Republic of China” by Chairman Mao on 27th of February in 1950, and it was bestowed with the title of “the Famous Historical and Cultural City in China” in 1994. Harbin was considered as the “Capital of Music” by Global Creative Network of UNESCO on 22nd of June in 2010, which is the first city to obtain such honor in China.
Harbin administers 8 districts and 10 county-level cities, namely: Nan’gang, Daoli, Daowai, Xiangfang, Songbei, Pingfang, Hulan and Acheng District; Shangzhi,Shuangcheng, Bin, Fangzheng, Yilan, Bayan, Wuchang, Mulan, Yanshou and Tonghe County, among which the first four districts are central part of the city. The number of people reaches as many as 9.9824 million with 48 minority people living harmoniously with the Han People in the city, among which the urban people are as many as 4.92 million, and the minority people reaches as many as 0.66 million in all.
The topography of Harbin varies from one area to another, and it is rather hilly in the 10 counties in the east part and there is the Xiaoxinganling Mountain in the north part with the Songhua River running smoothly through the middle part of Harbin. Harbin is mainly distributed on the three terraces which are formed by the Songhua River: the average altitude on the first terrace is from 132 meters (433 feet) to 140 meters (495 feet) high above the sea level with smooth topography, including Daoli District and Daowai District. The average altitude on the second terrace is from 145 meters (476 feet) to 175 meters (574 feet) above the sea level with large- scale fertile soil, which is the agricultural area of Harbin. The altitude on the third terrace is from 180 meters (590 feet) to 200 meters (656 feet) above the sea level, which is mainly distributed in the south of Pingfang District.
